Downtown Revitalization

Wrangell Road Improvements and Wrangell Utility Improvements Project

DOWL HKM is working with the State of Alaska Department of Transportation and Public Facilities (DOT&PF) and the City and Borough of Wrangell to implement the recommendations of the Wrangell Downtown Revitalization Report and Concept Plan (WDRR) and reconstruct the utilities in the downtown area.

At present, the downtown core is comprised of deteriorated and uneven concrete roads and sidewalks, un designated and unsafe on-street parking, and utilities needing replacement. The downtown area is, however, rich with historical and cultural sites along with a working waterfront. The goal of this project is to upgrade and replace sidewalks, reconstruct utilities and resurface deteriorating roads on Front Street through a context sensitive design process. The project team will strive to preserve Wrangell's history, culture and character while integrating the necessary infrastructure improvements. Included will be design work related to Lynch Street, however, the reconstruction of Lynch Street will depend on available funding.

 

Wrangell is still in transition from a primarily Timber Resource based economy to a more diverse economy that includes specialty seafood processing, an emerging visitor industry as well as value added timber products.

City and Borough Comprehensive Plan Development

The City and Borough of Wrangell is starting work on a new Comprehensive Plan. Sheinberg Associates, a Juneau based community planning firm, will be helping Wrangell with this effort.

What is a Comprehensive Plan?

Comprehensive Plans are "big-picture" documents that look 10-20 years out to guide community growth, land use, transportation, infrastructure investment, economic development, recreation, public safety and services, and more. Comprehensive Plans are also the basis for zoning. The Wrangell Comprehensive Plan will describe current conditions, review outstanding issues and needs, forecast future growth, and lay out an orderly plan, with maps, to address anticipated needs. It will be "road map" to guide residents, staff and decision-makers as they consider the City and Borough of Wrangell's future. The plan will be for the whole borough, including Wrangell, Thoms Place and Wrangell Island; Meyers Chuck; Olive Cove; Zarembo, Etolin and Woronkofski, Deer and other islands; Stikine River, etcetera. The Comprehensive Plan will tackle the issues that matter to residents and will be written to reflect the community values and local conditions. The involvement of residents from Wrangell, Meyers Chuck, Thoms Place, the Stikine River and other remote areas of the Borough will ensure that the Comprehensive Plan is one that meets the region's needs.

Wrangell has low crime, excellent education (2nd rated in state), cheap real estate, broad band, clean water, clean air, family oriented, great outdoors activities, and friendly atmosphere.

Exploit the “Marine Service Center” there are very, very few skilled workers available to work on vessel repair and maintenance in S.E.

Wrangell, by far, has the highest concentration of skilled young(ish), and ambitious marine service technicians.

This yard has brought in at least 800, 00.00 to 1, 000,000.00 in outside gross revenue per year spread out over all vendors. This did not exists three years ago.

Un enforced building codes/zoning.

Un enforced leash law that results in dogs challenging visitors and residents

Wrangell is perceived as a non team member. Wrangell needs to work with other communities for the good of region– i.e. energy grid in southeast

No full time laborer positions
